SUBJECT: Correction of Diplomatic Errors and Imperial Affirmation

The Imperial Throne has monitored the recent friction between the United States of Central Kafrica and our regional diplomatic delegations with growing displeasure. It has become clear that certain communiques sent to Memorial House were the product of a previous administration, one gripped by a state of clinical paranoia and unauthorized alarmism.

The Emperor personally finds the previous government’s "protectorate" demands to be erroneous and inconsistent with the dignity of the Imperial Union. Those rogue actors have been stripped of their mandates and positions. Their stance is not the stance of the new government which took power today. We do not seek to subjugate our neighbours; we seek only to wake them up.

While the Emperor has dismissed the aggressive rhetoric of the previous government, he cannot dismiss the cold logic of the ledger. It would be a dereliction of Imperial duty not to mention the singular threat to our shared hemisphere: Why does the BIM corporation possess over 100 factories, more than the rest of the planet’s corporations combined?

What is the reason for this? Does a merchant need a hundred-fold industrial advantage to sell goods? Or is the "Corporate Neutrality" of Sarkizya, Basil and Irsmuncast merely a veil for a monopoly on violence?

To prove our departure from the paranoia of the past, the New Government is ready and willing to sign a Non-Aggression Pact (NAP) with Central Kafrica immediately. We offer this not as neighbours inhabiting the same continent. To solidify this new era of cooperation, the Emperor’s newly appointed Prime Minister requests an Emergency Summit with the leadership of Central Kafrica to be held at a neutral location of your choosing. It is time to speak as equals, away from the shadows of failed diplomacy.

The previous government saw enemies everywhere. The Emperor sees only a world that is currently being out-produced by a private board of directors. The desire for the Imperial Union as before is freeom of trade, ensuring sovereignty of all nations, and peace in the world.

We invite Central Kafrica to sign the NAP and join us in a transparent dialogue regarding the BIM shadow. Let us focus on the real threat, rather than the ghosts of the 2090s. If their backers are the aggressors we may believe them to be, they will prove it in time.

The United States of Central Kafrica declines both offers on the following accounts;

On the first account, that of a pact of non-aggression, would any nation, after being so blatantly threatened and having its self determination violated. Not only that, the independence of the newly emerged Suid-Kafrikan state. If we were to agree to such a Non-Aggression-Pact, there is no promise that the Imperial Union, its dignity and reputation in tatters wouldn't build a military designed to destroy the Central Kafrican state, and therefore regain its honor at the dispatch of the reminder of its humiliation.

On the second account, despite the offer of the conference to be held on neutral ground, there is no guarantee that the Imperial Union would not seek to assassinate the diplomats who humiliated her, we do appreciate the attempt at diplomacy however we believe we can do this through public, and secured non-contact channels of communication.

The Imperial Union notes your refusal with profound disappointment. It is a tragedy when a nation that claims to value diplomacy chooses the isolation of a bunker over the transparency of the conference table.

To suggest the Union would stoop to assassination is a baseless insult—a confession of your own crippling fear. If Memorial House truly believed in its strength, it would not tremble at the prospect of a seat at the table. History rarely favors those too afraid to engage.

However, to show our goodwill yet again, we are happy to engage in open, public talks via the secured non-contact channels you requested. If you require the safety of a screen to speak your mind, the Union will accommodate your hesitance. We have nothing to hide; let the world witness our dialogue and decide for themselves who truly seeks peace
