“Proceed.”
“Final copy. Alliance charter and mutual defense framework.”
“Clause seven,” a firm voice cut in. “Automatic response. No assemblies, no delays.”
“Confirmed,” came a clipped reply. “An attack on one obligates all.”
“Our legislature will not appreciate being bypassed,” another said, measured, carrying the weight of procedure. “We answer to more than executive will.”
“And some of us answer to borders that have already burned,” the first voice returned. “Deliberation did not stop the Basilic beast.”
A brief silence.
“This alliance fails if it hesitates,” a smoother, diplomatic tone said. “Four responses must become one.”
“…Continue.”
“Joint command structure. Rotational leadership. Shared authority.”
“Shared authority dilutes accountability,” said a harder voice, edged with discipline. “We do not hand our forces to committees.”
“Nor do we accept a single capital issuing orders,” another countered. “This is a federation of equals.”
“It is a shield,” a quieter voice said, steady, almost austere. “Or it is nothing.”
That held.
“Final section. Regional stabilization.”
“We intervene when chaos spreads,” the diplomatic voice said. “We’ve all paid for instability—whether in markets, migration, or war.”
“Define ‘chaos,’” came the immediate reply.
“We will know it when it reaches our shores,” the colder voice answered.
Another pause.
“We proceed to signature.”
“One condition,” the procedural voice said. “No selective enforcement. No abstentions when it becomes inconvenient.”
“Agreed,” said the first. “Full commitment.”
“Say it clearly,” the austere voice pressed.
A breath.
“We commit,” the diplomatic voice began, “to mutual defense, coordinated command, and the security of Baskay.”
“To shared burden,” added another. “Military and economic.”
“And restraint,” the procedural voice finished. “We’ve seen what unchecked power brings.”
“Proceed.”
Pens met paper.
“For the Pan-Veiidic Commonwealth—signed.”
“For the United States of Larrea—signed.”
“For the Ikonic Federation—signed.”
A final pause.
“For Norvek—signed.”
Documents shifted back across the table.
“Confirmations.”
“Confirmed.”
“Confirmed.”
“Confirmed.”
“…Confirmed.”
A pen lifted.
“It is done.”
For a moment, only the low hum of the carrier and the distant battering of waves against steel.
Then—
“BASKADA is ratified.”
Applause broke sharp and immediate.
“To BASKADA.”
“To unity.”
“To deterrence.”
Near the table, quieter:
“Let’s ensure it holds.”
