NEW COMBERTH; 2211 - Two senators from Basil’s opposition party have escaped to the UIF, and have announced their establishment of an official government-in-exile in defiance of the Basil Troika, declaring the Suminsky regime an illegitimate government and calling for the President’s resignation, amidst the Basil-Irsmun Axis’ ongoing collapse in the Second Baskay War.
In the aftermath of the Grey November attacks on the Basil Capitol, and declaration of martial law by Eliasz Sumiński, only a fraction of the members of the 70th Basil Senate survived. The subsequent 71st convention was marked by controversy and waves of protests - with voting booths guarded by soldiers and tanks, the ultra-neoconservatives of the Liberal Democratic Basil Coalition won control of the Senate, in a coalition government with a panel of non-partisan military officers appointed to the legislature under the state of emergency. With growing unrest, and questions into the authenticity of the electoral count, Suminski strengthened his control of the Basilic state by outlawing the opposition party; on charges of conspiracy and sedition, a majority of surviving Senators who refused to recognize the National Salvation Government were detained and court martialed.

Composition of the 71st Basil Senate, following Suminski’s declaration of martial law and emergency snap elections - 38 loyalists in the Basil Democrats supplemented by an Independent Coalition of 5 Joint Chiefs to form the National Salvation Government, the only remnants being 53 vacant seats and 4 surviving opposition Senators in the P3 Party.
Marian Warren, one of four surviving members of the Kanjing People’s Power Party, survived as part of a token opposition to the Troika; permitted to keep his Senate seat to legitimize the government, but lacking any capacity to dissent against the transition to war economy. Representing the Calliope province, Warren established contact with his Aenian counterparts in the UIF State Chamber, requesting amnesty after the Basil-Irsmun Axis offensive along the Veiidic border, and the diplomatic crisis over the Newseria Corridor. Warren and his family crossed the porous border of the Transravine Military Government in the middle of the night, and were successfully extradited to New Comberth.
Renata Burton, similarly, survived the purge as one of the delegates representing the Laythe colony of Pistis, the Basilic sector of the former Jool Federation, and its more isolationist and pacifist demographic. After hostilities began, Burton was ordered to recall back to Kerbin to vote present on emergency war powers; once en route from Laythe, her private shuttle turned off its transponder, commencing a new orbital burn in the dark. Three months later, she was received in Duna’s sphere of influence, and re-established her office in the Systems Commonwealth colony of New Coronata.
After two senators were discovered to have fled to the UIF, the remaining two in Basil have been declared missing, and have not been accounted for in several months. At the same time, however, the walls have begun to close in for the Basil Troika as the Second Baskay War increasingly tilts towards disaster. With the capitulation of Irsmuncast and Sarkyzia, Basil remains the last belligerent power in its former Sphere, now forced to contend with a collapsing front line against IU forces in Norvek, as well as a PLAID amphibious landing successfully liberating East Hook, and the Baskay Sea itself swarming with maritime forces from the coalition’s combined naval strength.
Warren and Burton have re-emerged to the public spotlight together in the UIF’s Munar capital of New Comberth, proclaiming to a session to the States-General their official establishment of a government-in-exile to represent the Second Republic of Basil, in opposition to the National Salvation Government as it teeters on an inward collapse. In their speech, the two Senators called for Suminski to relinquish his emergency powers and resign the presidency, and pleaded to constitutionalists in the republic to recognize an arrest warrant if he does not step down. While the Troika has previously solidified their grip on power, this proclamation comes amidst the country’s imminent defeat in the Second Baskay War, where public perception of the junta government is at an all-time low, and the future of Basil hangs in the balance.
With the military forces in disarray, the economy spiraling the drain, and standards of living at an all-time low not seen since the Shattering, the government-in-exile’s proclamations contribute to an exponentially increasing crisis in Basil, with a complete collapse of the country a likely possibility within the next year. The stage is set for a color revolution in Basil if the Second Baskay War ends in defeat, as East Hook itself is already liberated, and a considerable fraction of the country is now under coalition occupation. If Eliasz Sumiński’s former cries to the world after the successful capture of East Hook was a defiant search for worthy opponents, it would appear his worthy opponents had indeed been found in the Pan-Veiidic Commonwealth.
