At the beginning of the decade, peoples from the United States of Central Kafrica, dissatisfied with the lack of natural resources within the country had begun to petition the local state legislature to fund and legitimise settlements over the legally defined border with the Democratic People’s Republic of Solaria.

As these states began to crack under the pressure of the establishment of normally illegal settlements, yet the clear wealth of the region flowed back into state tax collection coffers, driving funding and growth at the national level. Some legislators within the state of North Comer began to slowly support the slow Kafrican migration. Yet others would petition the Federal Government in Rinn for support from the upper levels of the national apparatus.

In this matter the Supreme Court of the United States of Central Kafrica (SCUCKS) and its appointed Justices. Following the closure of the arguments on the merits and detractions in the settlement of the now named Northeastern Frontier. Writing to address the Federal Governemtns and the State Legislatures of Samwell and North Comer, due to both being states bordering the lands concerned.

The United States of Central Kafrica has no such constitutional or codified obligation to protect the rights of other states to the lands they claim to govern over. That responsibility lies with the governments of the sovereign claimant to said land with exception to that ratified by a treaty (Central Kafrica and Suid Kafrica, Central Kafrica and Chikushinal). It however is the constitutional and moral obligation of the Federal Government of Central Kafrica to protect its citizens at home and abroad. It is the opinion of the Supreme Court that there is no predefined bounds to where home ends and abroad starts. Therefore under Central Kafrican law, the settlements to the north of the state of North Comer are legal.

This judgement, hidden by the Government by using the Basilic war in the far east as a deflection wouldn’t be capitalised upon until the ascendency of President Handley to the memorial house. At the expressed urge of his Secretary of State, Mr Bo Barr. Handley signed executive order 2216-1A, allowing and encouraging settlement of the Great Kafrican Northeastern Frontier by pioneers wishing to fulfil the promise of the constitution. To spread democratic values across the globe.
