The SEA was founded in the wake of a "Soft Coup" in Solaria, after the head of the solarian space agency, as a reward for his loyalty, was gifted his own semi-independent state in the form of the SEA, which has control over all formerly Solarian colonies in the outer solar system, most notably the moons of Jool and Eeloo, it has announced a policy of allowing open use of the space for the purpose of peaceful research or economic activity(trade), so long as the research/trade is announced beforehand, and offers to host research teams from all nations not hostile to either the SEA or Solaria. The SEA also announces its initiative to construct a series of refueling stations, providing fuel at fair market price to vessels that require it; Fuel for sale includes: Methane (Liquid Fuel), LOX (Oxidiser), UDMH (Monoprop), and Xenon, these stations will be constructed in medium orbit (1 Mm) over all Joolian moons, and over Eeloo at the same altitude. The construction of orbital forces will also be enacted in order to defend this infrastructure, and the SEA from rogue vessels.
