They said preliminary findings point to misidentification of the aircraft amid confusion in air-defense communications, and stressed that there was no intent to target neutral personnel.
The ministery confirmed that a formal investigation has been launched to review the chain of command and rules of engagement at the time of the incident. He also declined to comment on reports circulating about possible disciplinary measures against personnel involved, saying such matters fall under internal military procedures.
