"Can the Senate rise for the debate on the Central Kafrican Military Budget, 2213" the speaker commanded. The room filling with the shuffling of feet as representatives rose.
"All sit." the speaker commanded after a few seconds. Once again filling the room with the shuffling of feet. All seated, all except the Secretary of the Treasury, Avery Hansen. The gaze of the chamber turned to their green face. The room grew in concern as their fearful expression became obvious to all.
"I would like to address the house today on the matter of the recent economic implosion seen in banks all across the planet. From the far reaches of Kolus, to the frigid shelf of Firesvar, all have seen an unprecidented economic disaster. I am disheartened to say that this nation is no different. For the years 2213-2214, we have under 20 million. For context, the entire production value cost of our military last year was above this number."
They paused. The room silent with the uncomfortable delivery of their statement. Depressively, Avery continued. "I have directed the Central Kafrican Armed Forces to issue a notice of acquisition of Samwell Mechanized Industries. Bringing it under state control." They took a deep breath. The room still silent enough to hear the racing heart of the Secretary. "I have also passed around a sheet of paper to all of the members of the Central Kafrican Senate. If you all would read it, it shows my budgetary plan for Financial Year 2213/14. Due to the dire situation we find ourselves in. Whereby the banks in our country are seemingly out of money and unable to lend. I have consulted with the President and the Vice President, and this budget shall be passed as an emergency measure by the Kafrican Federal Reserve."
Their address finished and complete. Despite the emergency powers being invoked for this budget.
