Effective immediately, an autonomous government will be established in the outlined lands of the former Ulkovan Federation. This government will resume the functions of the regional offices and services of the Federation, and serve to safeguard the people of the former Federation. This government will be provided trade free of import tax or tariff with the Voley Union, and shall be provided means of international commerce by the Union. The Union shall be bound to defend the Ulkovan government and provide aid as though they were in Union until such time as the Ulkovan government elects to become a fully independent state.
